Biography

Dr. Lowe received his PhD from the Donald Bren School of Environmental Science and Management at the University of California , Santa Barbara in 2006, with specialties in environmental economics, applied microeconomics and urban economics. He also completed secondary fields in the fate and transport of pollutants, and geographic information systems.  Dr. Lowe has a Master of Science in Economics from Oregon State University , a Master of Environmental Science and Management from the University of California , Santa Barbara , and a Bachelor of Arts in Economics and Environmental Studies from the University of California , Santa Barbara .

 

Dr. Lowe's primary research interests relate to the influence of regulations on regional and local environmental and socioeconomic conditions. He has published articles and given presentations on the influence of the Clean Air Act on ambient particulate matter concentrations, and the political economy of the South Coast Air Quality Management District’s RECLAIM program. Currently Dr. Lowe is researching the role that inclusionary zoning practices play in the supply and demand for housing, conducting a valuation of California ’s engine and diesel fuel regulations as they relate to reductions in cancer risk in the San Francisco Bay Area, and looking at the role that non-attainment status played in historical improvements in ambient ozone concentrations.

 

Dr. Lowe is actively involved on the Boise State University campus—serving as the Economics Club Advisor and as a member of the campus-wide diversity committee.
